Problem Definition
Modifying the jira.bulk.edit.limit.issue.count value via the jira-config.properties file requires a restart of JIra to take effect.
Suggested Solution
Allow users to modify the jira.bulk.edit.limit.issue.count value via Advanced Settings in the UI without needing to restart Jira.
Workaround
Modify/create the jira.bulk.edit.limit.issue.count value via the jira-config.properties file using the method outlined in Edit the jira-config.properties file in Jira server and restart Jira.
