Sorting Projects by "Project Lead" in the project view page does not sort based on First name

Issue Summary

When viewing all projects, Jira gives the option to sort the list by Project, Key, Project Type, Project Lead, Project Catagory, or URL. When sorting by Project lead, the list sorts in a user_key and not lower_user_name

Steps to Reproduce

1. Create Multiple Projects with different leads
2. Go to https://<base URL>/secure/BrowseProjects.jspa?selectedCategory=all&selectedProjectType=all
3. Sort by Project lead

Expected Results

The list sorts alphabetically based on first name (or the first character in username)

Actual Results

The list sorts without a clear indication of why it is ordered as such

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
