      Cannot stop Jira service using tomcat //SS// parameter

      Steps to Reproduce

      1. Run Jira as a Windows service
      2. Stop the service using 
        tomcat8.exe.x64 //SS//servicename

      Expected Results

      Service is gracefully stopped

      Actual Results

      Nothing happens

      Workaround

      Stop the service using Services.msc
