      Problem Definition

      When a notification scheme is defined, you cannot exclude users from a notification.
      For instance, some users/roles/groups may choose to opt-out from Jira notification for a given project.

      Suggested Solution

      Add a blacklist to notification scheme screens.

      Workaround

      The users in questions have to setup a filter in their mailbox to archive the messages.
