Ability to revoke create status permission of the board administrator.

      Problem Definition

      According to Permissions overview documentation, the board administrators with Project Admin permission are able to create and delete statuses only in Simplified Workflows, and we'd like to stop that without having to revoke the board administrator's permission.

      Suggested Solution

      In case that the extended permission is disabled, create the ability to revoke the creation of status permission from board administrators.

      Workaround

      Revoke the board administrator's permission from the user.
