Add alternative options to test verification instead of CAPTCHA so it would be more accessible to all Jira users.

Issue Summary

When a visually impaired user failed to login to Jira, they will be presented with a CAPTCHA to reset the login, however, as the captcha method uses an image is used to verify if the user is a real user/spambot, it can't be read by screenreaders/viewed by the visually impaired.

Due to that, we would like for different alternatives to replace CAPTCHA feature for verification instead such as : 

• A generic maths question such as 5 + 2 = ?
• Audio Captcha

This will be very helpful in increasing the accessibility of Jira.
