Adding a tooltip for the created custom field

Hi Team,

Custom fields can be made read only and pre populate with some values using behavior for a single line text fields. It would be better if an additional functionality like tool tip is built inside, so that when the length of the text is large just on hovering the user will be able to see the whole text.

I understand, the complete field value can be seen in view screen, but the at the time of opening issue creation and issue edit dialogue box this would be of helpful.
