Issue Summary

In Jira 8.6.0, even though the groups are active, checking under the Project setting>User and Roles, the groups are showing inactive as shown in the screenprint attached.

This can be replicated and seen right after installing the Jira 8.6.0. Even the default local jira-administrator group is shown as inactive. Checking the Group status in the Jira DB, it shows the group as active, so this appears to be false positive.

Workaround

Switch off the feature flag: 
jira.users.and.roles.page.in.react
