Clear NGINX's cache after Jira upgrade to 7.13

      Please add the following section to Jira 7.13 upgrade notes

      Proxy Server

      Some odd behavior regarding user sessions is observed where we see a 404 error using REST API, randomly with a different account ID and session ID, etc after Jira is upgraded from 7.6 to 7.13. This is because some proxy servers like NGINX can act as a caching proxy. In order to prevent the user session issues, NGINX cache needs to be cleared during the Jira upgrade process.
