Issue:

• We just transitioned from JIRA Server to JIRA Cloud and the vertical edit scroll bar is gone in JIRA Cloud. This makes editing anything longer than the height of a screen very impractical and time consuming because the top formatting bar scrolls off the top of the page and you have to used the browser window's scroll bar to access this menu, but whatever selections you make are not visible until you scroll back down to where you are making the edits.

Steps to Reproduce:

(1) Do anything in JIRA Cloud to get into edit mode, such as adding a comment to a JIRA.

(2) Write a long comment which is longer than the height of your screen.

Expected:

• The top text formatting bar remains visible on the screen - I don't really care how you do it, either by making this a floating menu, or by restoring the removed vertical scroll bar.

Actual:

• The top text formatting bar scrolls out of sight.

Workaround: None.

• With the removal of the "Text"/"Visual" option in JIRA Cloud, I cannot even switch to "Text" mode anymore to make manual markup edits to bypass having to use the scrolled out of view formatting menu.
