Add ability to filter notification based on issue type and priority.

      The notification schemes seem to feel that all issues are created equal, but this notion is rarely the case. As a project lead, I am really only interested in seeing issues that are created, resolved, reopened, etc. when those issues are of a certain type and priority. It is a pain to also get notified of to-do type "issues" that have a great deal of value to individual team members but no one else.
