Target Build Number incorrectly listed on Upgrade History page

Issue Summary

The target build number is incorrectly listed in the Upgrade History section of ⚙️ → System → System info.

Steps to Reproduce

1. Install a new Jira 8.3.0 instance (build number 803001).
2. Check the Upgrade History.

Expected Results

The target build number in the Upgrade History matches the build number for a new installation.

Actual Results

The target build number is listed as 801000 which is the build number for version 8.1.0.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
