When browsing for attachments in a comment box, then, clicking open, the 'Add Attachments' browser does not appear. Do take note that this issue appears randomly and might take a long time to reproduce.

Steps to Reproduce

1. Head to an Issue and scroll down to the comment box.
2. Click on the Attachments button and browse an attachment. Then, click Select.

Expected Results

The 'Add Attachments' browser appears.

Actual Results

The 'Add Attachments' browser does not appear.

Workaround

Add Attachment dialog was removed in Jira 8.4, now the file is attached immediately without popping up that dialog. You can upgrade to version 8.4 and higher.
