"Plan your upgrade" tool is not recognizing Jira version 8.5 as an Enterprise Release

Issue Summary

When using "Plan your upgrade" tool it does not recognize Jira version 8.5 as an Enterprise Release. It only recognizes Jira versions from 7.13.1 until Jira version 7.13.9 as an Enterprise Release.

Steps to Reproduce

1. Install or access any Jira version from 7.13.1 until Jira version 7.13.8. (I am using Jira version 7.13.3 as an example for this case)
2. Go to Administration --> Applications --> Plan your upgrade.
3. Click on the "Upgrade to" Jira version and look for Jira version 8.5, you will not see an "Enterprise Release" next to it.
4. Scroll to Jira version 7.13.9, you will see "Enterprise Release" next to it. This proves that Jira recognizes Jira version 7.13.9 as the latest "Enterprise Release".

Expected Results

When using the "Plan your upgrade" tool it should recognize Jira version 8.5 as an Enterprise Release.

Actual Results

It only recognizes Jira versions from 7.13.1 until Jira version 7.13.9 as an Enterprise Release.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available.
