Issue Summary

When viewing available upgrade versions in the Jira UI, Jira 8.5 is not designated an Enterprise Release. 

Steps to Reproduce

1. Navigate to Jira Settings > Applications > Plan your upgrade. 
2. Use the drop-down menu under "Upgrade To".
3. Jira 7.13.x versions are designated as Enterprise Releases but 8.5 is not. 

Expected Results

We should see a designation that matches the previous Enterprise Release designation.

Actual Results

We do not see an Enterprise designation.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
