Issue Summary

ATST has Plan your upgrade feature to recommend upgrade version based on customer current version and license. For DC license, it should recommend latest ER version. Otherwise recommends the latest stable version

The problem is the plugin is not aware of latest Jira 8.5 ER version and still recommending the previous 7.13.9 ER below

Steps to Reproduce

• Install Jira DC 7.6.9
• navigate to Plan your upgrade page

Expected Results

• Recommending Jira 8.5 ER

Actual Results

• Recommending Jira 7.13.9 ER

Workaround

Ignore the recommendation and upggrade to 8.5 ER
