Horizontal scroll bar is only displayed at the bottom of the screen on issue navigator

Issue Summary

The horizontal scroll bar is only displayed at the bottom of the screen on the issue navigator

Environment

(Optional - If Applicable)

• Jira Software Issue list view panel

Steps to Reproduce

1. Navigate to Issue Navigator
2. Run a JQL Query to display a list of issues
3. Select "List view" and observe the difference in the scroll bar.

Expected Results

The scroll bar is displayed as a locked tab, so users don't need to navigate to the bottom of the screen to see the scroll bar as in Jira 7.13.x

Actual Results

Users need to navigate to the bottom of the screen to see a horizontal scroll bar and navigate to the remaining columns.

Workaround

Horizontal scrolling is available by using:

• Touchpad
• Shift + mouse scroll
• Keyboard arrows
