Cloning issues with attachments should attach the files at creation time

Problem Definition

Cloning an issue with the attachments will not create the issue with the attachments in one go. Instead, it create the issue then attaches the file.
This is problematic is the create transition requires a file to be attached.

Suggested Solution

Make the clone operation create the issue with the attachment.

Workaround

If a validator is present in the create transition, it has to be removed before cloning issues.
