Regression in queries with large list of projects

Issue Summary

JQL queries having a clause 'PROJECT IN (MANY PROJECTS)' are slower in 8.4.0

Environment

• JSD 4.4.0 
• 1000 JSD projects

Steps to Reproduce

1. Open customer portal
2. Chose request type
3. Submit request

Results

Automated performance tests show ~15% regression for the whole scenario(around 300 msec)

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
