Allow users or admins to restore deleted dashboards

      Problem Definition

      When a dashboard is accidentally deleted, it's no longer possible to restore it.

      Suggested Solution

      Trash the dashboard and give the dashboard owner or the Jira admin the possibility to restore it or permanently delete it.
