Workflow transitions can currently be restricted by advanced workflow properties according to group, user, assignee, reporter, lead, user custom field, and project role. This is done using the Permissions class and the jira.permission.* property (see Workflow properties).

Customers need to be able to restrict based on both status and issue type, and there is not a straightforward was of doing this without restricting the move issue permission, which is too constraining for this use case.
