Issue:

Currently when searching using issueLinkType = "is blocked by", the system also gives back issues where all the linked/blocking issues are complete. 

This makes the function somewhat useless when using it to find issues with only OPEN blockers, as would be the general use.

Suggested Resolution:

Please add the ability or a search operator to omit issues where the linked blocking issues are in the 'done' status.
