Problem Definition

Jira administrators would benefit from having a way to bypass permissions and browse all projects and issues. This would be useful for troubleshooting issues such as JQL queries returning unexpected resiults, since issues from projects for which the user doesn't have Browse Project permission wouldn't be returned.

In large Jira instances it might not be practical to change all permission schemes in order to include all administrators before troubleshooting an issue.

Suggested Solution

Implement a feature to toggle bypass of permissions for some users or groups. For example, Jira System Administrators.
