Manage user groups search should list only groups the user is not yet member of

      Problem Definition

      Currently searching for the group name in the user management section, list all group names matching the keyword instead of user is not yet a member of.
      This leads the administrator to list user groups before adding the user to a new group.

      User Management > Username > click ... > Edit User Groups

      Suggested Solution

      Manage user groups search, should list only groups that the user is not yet a member of.
