Change Jira to use HTML5 for embedded videos instead of QuickTime

      Issue Summary

      Currently, Jira uses QuickTime to embed videos on comments/descriptions. This works for Chrome and Firefox, but Safari has blocked the QuickTime plugin, which makes it so that embedded videos will not play on Safari.

      Steps to Reproduce

      1. Open Jira on Safari.
      2. Upload a .mp4 video to an issue.
      3. Embed the video in a comment or issue using:
        !videoExample.mp4!
        
      4. Reload the page.

      Expected Results

      Video will load and begin playing as soon as the page finishes loading.

      Actual Results

      The video will not play, with a message showing Unsupported Plug-in.

      Workaround

      There are multiple workarounds found around the web on how to re-enable QuickTime for Safari, but these no longer seem effective. Currently, we found no way of enabling this plugin on Safari.
