When you're using AWS simple e-mail service, there's a limit of sending 50 e-mails per batch. Using the bulk send e-mail feature, it won't batch / queue these messages so selecting more than 50 users will result in an error.

As Atlassian is pushing AWS as a hosting platform for Jira Server / Jira Data Center, this should be fixed.
