Issue Summary

When you hover over dates in the History tab, the tooltip provides a relative date as displayed in the attached screenshot (history.png). This is different from what is displayed in the Comments tab, where an absolute date is displayed in alignment with our documentation here (comment.png).

Environment

Reproduced in 7.12 and 8.2

Steps to Reproduce

1. Comment on an issue
2. Hover over the time in the Comment tab
3. Note the time displayed in the tooltip is absolute (comment.png)
4. Transition an issue
5. Hover over the time in the History tab
6. Note the time displayed in the tooltip is relative (history.png)

Expected Results

It is expected that the tooltip would behave consistently and always display absolute times

Actual Results

The tooltip output is different for various times.

Workaround

Short of disabling relative times completely, there is no known workaround for this behavior. A workaround will be added here when available
