Right now, the log location is hard coded in com.atlassian.jira.logging.JiraHomeAppender to JIRA.HOME/log.

Changing this location requires major surgery to the log4j configuration as per https://confluence.atlassian.com/adminjiraserver/logging-and-profiling-938847671.html, which is error prone and make maintenance difficult.

There needs to be a -Djira.log.location=[path] option to override the location without all the overhaul to log4j.
