We need to be able to search (find Issues) and create filter with the NOT FIX IN VERSION option.

Right now we can say in which version it is fix. But not in which version it is not fix.
Sometime an issue affect many version, this issue is not Resolve and Fix in only one version.
We need to be able to see it in a filter that match a specific version and Not Fixed for that version (but resolved)
