Priority icons in PNG format are inconsistent with SVG icons

      Issue Summary

      Steps to Reproduce

      1. Have an instance of Jira 7.13, or older (but newer than 7.0)
      2. Visit <jira-base-url>/images/icons/priorities/low.svg?format=PNG&size=large@2x. You will a priority icon.
      3. Upgrade to 8.0.0 or later
      4. Visit the URL again

      Expected Results

      The new priority icon, same as <jira-base-url>/images/icons/priorities/low.svg?format=PNG&size=large@2x

      Actual Results

      The priority icon from the previous version.

      Icons are cached in <jira-home>/data/avatars and aren't invalidated during upgrade.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
