Allow admins adjust delay for email notifications batching

      Hi everyone,

      Thank you for highlighting the need to configure delay for batched email notifications in your feedback.

      Per instance delay configuration will be available in Jira Server and Data Center 8.3. The available delay times are 2, 5, 10, 30 minutes and 1 hour. This can be configured in Jira settings in the 'Batched email notifications' admin section where you are also able to enable/disable notification email batching.

      Another important feedback we received for batched email notifications was referring to mentions. Email notifications for mentions are sent immediately to the mentioned user. Until now batched notification was sent to the users if they were also Assignee, Watcher or Issue Reporter, often containing duplicate information. We've decided to improve this experience to avoid sending notifications without new information. Updates regarding this issue can be tracked in JRASERVER-69137

      Since Jira Server 8.0 admins can switch on email notifications batching per instance. The current interval for notifications is 10 minutes and cannot be set to a different value. 

      Admins should be able to configure the batching delay time because some teams cannot afford to wait 10 minutes. There are also instances where longer delay would be useful.
