Allow admins adjust delay for email notifications batching

Atlassian Update – 4 July 2019 Hi everyone, Thank you for highlighting the need to configure delay for batched email notifications in your feedback. Per instance delay configuration will be available in Jira Server and Data Center 8.3. The available delay times are 2, 5, 10, 30 minutes and 1 hour. This can be configured in Jira settings in the 'Batched email notifications' admin section where you are also able to enable/disable notification email batching. Another important feedback we received for batched email notifications was referring to mentions. Email notifications for mentions are sent immediately to the mentioned user. Until now batched notification was sent to the users if they were also Assignee, Watcher or Issue Reporter, often containing duplicate information. We've decided to improve this experience to avoid sending notifications without new information.
