Current Jira upgrade info does not have fallback method documentation

Issue Summary

When looking at current documentation on upgrading Jira on https://confluence.atlassian.com/adminjiraserver/upgrading-jira-applications-938846936.html

There are several methods described here.  However clicking the link for "Fallback" for either Server or Data Center simply leads to a circular link loop back to this same page.

That's a very frustrating experience for an end user trying to learn the recommended method to upgrade Jira.

Instead I was expecting to see details such as this page in the 073 namespace: https://confluence.atlassian.com/adminjiraserver073/upgrading-jira-applications-with-a-fallback-method-861253090.html

I found a similar document for all the 7.x.x versions, but not for the 8.0. or the 8.1 namespaces.

Please update the Jira 8.0 and 8.1 namespaces to have a corresponding 'Fallback method' upgrade page.
