Password is not correctly set when deploying Jira Data Center on Azure

Issue Summary

Environment

• Jira Data Center
• Azure

Steps to Reproduce

1. Follow Getting started with Jira Data Center on Azure to deploy Jira.
2. Try to access Jira with the password that was configured for the administrator account.

Expected Results

You'd be able to log in with the password set during the deployment.

Actual Results

The password does not work. In the database, the users' password is set as ${user.password}

Workaround

Follow the Retrieving the JIRA Administrator guide to reset the administrator's password.
