Email notification should be following event order

      Problem Definition

      JIRA Mail Queue sends notification in batches. When multiple events are created with a small timestamp difference, the notification sent out will be sent out in bulk without following the timestamp, hence making it possible to receive email notifications in a later timestamp before the email notifications in the earlier timestamp.

      Suggested Solution

      Make JIRA Mail Queue to send out notifications in batches while still following the timestamp sequence accordingly.
