Issue Summary

When user click on the help button in Configure Crowd page, user will be brought to the https://confluence.atlassian.com/display/ADMINJIRASERVER/CConnecting+to+Crowd+or+another+Jira+application+for+user+management URL which is a broken link.

JIRA 7.9.2

Steps to Reproduce

1. Access User Directory page in JIRA.
2. Create a Crowd user directory.
3. Click on "?" symbol besides "Configure Atlassian Crowd Server".

Expected Results

The redirect user to the https://confluence.atlassian.com/display/ADMINJIRASERVER/Connecting+to+Crowd+or+another+Jira+application+for+user+management

Actual Results

JIRA redirect user to https://confluence.atlassian.com/display/ADMINJIRASERVER/CConnecting+to+Crowd+or+another+Jira+application+for+user+management URL.
