Prevent the usage of shortcuts when executing a filter search

Description

On instances with a lot of issues that, when searching for a filter, it might take a few seconds to load it all and if the user accidentally hits a shortcut like the letter a on his keyboard, which opens the Assign Issue to User popup, the user might become the assignee of an issue of the previous or current filter being searched by accident.

Suggestion

Prevent shortcuts of being executed when loading filters.
