"Original Estimate" field is divided by 60 twice when using the "Import from CSV" tool

      Issue Summary

      When using the "Import from CSV" tool, the Original Estimate field as per Atlassian documentation is supposed to informed in seconds, but it is divided by 60 two times if you have the "default unit" of Jira's time tracking configured to minutes, resulting in a wrong estimate.

      Environment

      This was reproduced on the latest version Jira 7.12.1 and 7.13.1.

      Steps to Reproduce

      1. When importing an issue from CSV, have the Original Estimate field in seconds, for example, * 28800* seconds.
      2. Have the "default unit" of your Jira Time Tracking configuration as minutes
      3. Use the Import from CSV tool and import the issue.

      Expected Results

      The estimate of the issue will be 480 minutes, or 8 hours as expected.

      Actual Results

      The estimate will be 8 minutes, instead of 8 hours as expected.

      Workaround

      Set the "default units" of the Jira Time Tracking to hours instead of minutes.
