Summary

The tooltip to display the full name of a long workflow transition is not visible when mouse is hovered on the button (issue view screen)

Environment

• JIRA 7.11.2
• JIRA 7.12.1

Steps to Reproduce

1. Create a new, long workflow transition on a draft workflow. Make sure you keep a copy in case anything goes wrong. For example - Thisisaverylongnameforatransition
   
2. Once published, navigate to the issue view screen of any issues under the project were the workflow transition was included
3. You will notice that the long name is truncated. Hover to the button to display the full name of the workflow

Expected Results

The tooltip of the long workflow should display the full name of the workflow transition. For example:

Actual Results

No tooltip is displayed when you hover to the workflow button
