Currently Jira requires that a user have project administration permissions in order to create and manage versions and releases.
This is not particularly practical for software dev shops that have release managers. We certainly don't want to have to allow our release manager access to all of the administrative functionality that project administration access allows, but there's currently no way to allow someone in that role to manage versions and releases without providing that access.
