JQL proximity searches are behaving differently on cloud and server

    Description

      text searching seems to have some differences between server and cloud

      specifically this proximity search 

      text ~ "\"like a\"~0"

      on the server returns an exact match where 'like' and 'a' are adjacent

      on the cloud this returns items with text between the words.

      Is this a known issue.

      To recreate run the above JQL search on words known to be adjacent and separate in different issues using server and cloud instances
