Allow disabling mentions notifications via Notification Scheme

There is currently no way to disable notifications being sent for 'mentions' events, however we have several high-security projects where we need to significantly limit the emails being sent out to prevent sensitive data leakage.  Please add an option to enable/disable mentions emails to Notification Schemes.
