Always assigned to project lead

When I'm marked as the project lead and another developer opens a bug and chooses himself as the person to be assigned the bug, the bug still ends up being assigned to me. He has to go in and then assign it to himself again once the isssue has been created. A way around this was to turn on the option to allow tasks without assignment, then it seemed to work.
