Summary

If Jira index is broken on node Jira should automatically copy it from different node during startup.

Steps to reproduce

Run Jira 7.12.0
Start first node
Add projects, issues on first node
Start second node

Expected result

Issues are searchable on second node

Actual result

Issues are not searchable on second node
