      Steps to reproduce

      Set up Jira on AWS using Atlassian-provided CloudFormation templates
      (Repository https://bitbucket.org/atlassian/atlassian-aws-deployment/src )

       

      Actual Results

      Jira does not start reporting missing characters in tomcat configuration ( server.xml )

       

      Expected Results

      Jira starts up successfully.
