Summary  

When administrator doesn't have permission for 'Browse Projects', Administration > Projects > Project category will be displayed 'undefined' and move to empty page when it's clicked.

Steps to Reproduce

1. Create project category to a project
2. Remove Administrators' 'Browse Projects' permission from permission schemes of that project
3. Administration > Project Project category will be displayed 'undefined'

Expected Results

Administrator can see the project category without Browse Projects permission.

Actual Results

Administration > Projects > Projects Project category column will be displayed 'undefined' and move to empty page when it's clicked.
