Deleted LDAP User cannot be deleted from Project Role (Regression of JRASERVER-34563)

Summary

When LDAP user who has been added to a project role is deleted, project role data is still present in the database.

Steps to Reproduce

1. From Project settings > Users and roles > Add users to a role, add LDAP user who doesn't do any action in Jira to project role
2. Delete the user from LDAP server
3. Deleted user will be disabled from project role UI but still present in the database

Expected Results

Deleted from the project role

Actual Results

Deleted user will be disabled from project role UI but still present in the database

Workaround

1. Add the user to the internal directory.
2. Delete them from the project role.
3. Remove that user (it's recommend to deactivate them instead as per Managing Users).
