Linked issues issue picker is always empty on edit screen even when there are linked issues

Summary

The issue field associated with Linked Issues of the Issue Linking system field in JIRA is always empty on the edit screen even though there are issues linked to the issue being edited:

Steps to Reproduce

1. Create a JIRA issue in any project and link it to any other issue with any link type.
2. Confirm from the issue view that there is/are linked issues.
3. Click the edit button to popup the edit screen, then take a look at the Linked Issues fields on the edit screen.

Expected Results

• On the edit screen, when you select the correct link type, the issues field should show all the linked issues for that link type.
• You should be able to edit/remove linked issues from the linked issues field on an edit screen.

Actual Results

• When you select any of the link types, none of the linked issues are displayed
• Since you can't see linked issues on the edit, you can't remove them on this screen either.

Workaround

You can still remove linked issues inline from the issue view screen (only edit screen is affected in this bug)
