Jira Admins should have access and edit permissions on all Dashboards.

This resolves the problem of old users who create dashboards that are widely used, but the old user no longer works for the company / on the project.

A better solution would be to give Dashboards the ability to set multiple Owners or Administrators of a given Dashboard. This would provide multiple users to update the Dashboard on the fly.
