Issue view freezes

Create 2000 projects.
Create 1000 custom fields.
For each custom fields change the context from 'All projects' to explicit list of all projects (2000).
Enter view/create issue.

Page is working without any problem.

First page load is frozen for couple of minutes.

Before executing this operation please back up your system

Why would I do Step 3? I would restrict a custom field to a dozen or so projects perhaps
