date displayed as today if less than 24h old

Similar to JRA-8.
The date of a comment is incorrectly displayed, as all dates which are less than 24 hours in the past are considered as "today". This is usually incorrect. The date in the database is correct.
Example: a comment is added on 20.8. at 16:00. Comment's date is displayed as "Today, 16:00". Next day, the date is the same ("Today, 16:00"). On 21.8. at 16:00, the displayed date changes to "Tuesday, 16:00".
